when informed of the Consulting Engineers' views in respect of the construction of a solid blockwork wall, although he had already let a contract for the erection of ordinary sea wall protection to the reclamation and two reinforced concrete wharves to provide berthage accommodation, he agreed to alter his proposals and construct a solid blockwork wall, on condition that a quay wall will be constructed on the seaward limit of any future reclamations carried out eastwards of his

property and embraced in the North Point Scheme. Goverment has given Mr. Kwik an undertaking that the quay well will be continued eastwards so far as is compatible with its plans for the development of the area. This is Government's only

commitment in respect of that portion of the North Point

Scheme east of Hir. Kwik's Marine Lots.

In order to make arrangements for the construction of the Quay Wall, Kr. Kwik found it necessary to compensate

the successful contractor for the sea wall and wharves, also,

the engineer under whose supervision this work was about to

be carried out. This together with the extra cost of

constructing the quay wall-which provides an increased length'

of berthage- resulted in the new proposals exceeding the cost

of carrying out the original design by more than $1,300,000.

When Mr. Kwik had ascertained the cost of the

revised scheme, he decided that it was too expensive, unless Government would grant him financial assistance. As a result) of subsequent negotiations with Mr. Kwik, Government agreed to provide the engineers necessary to prepare a contract for and to supervise the construction of the quay well, elso to lend him $600,000 on conditions which are set out in your letter dated 25th April 1924, a copy of which was attached tcl His Excellency's despatch dated 2nd March, 1926, to the Secretary of State.
